The United Nations, The Council of Europe and the EU have, in conventions, action plans and various activities, drawn attentionto the existence of multiple discrimination.That is to say that people are made vulnerableto violence and abuse by many aspects, such as gender and disability.

Violence is an extremeform of the exercise of power. The situation for girls and women with various forms of disabilityis alarming (United Nations High Commissionerfor Human Rights, OHCHR, 2012).

The report is aimed primarily at decision makers at Nordic level, but may also be of interest to people who work at national, regional and local level on equal opportunity, disability and violence in close relationships.
