New Report: Lessons from 2023 – Challenges and best practices in Temporary Protection

A new survey from the European Migration Network (EMN) highlights both the challenges and successes that EU countries have faced in the application of the Temporary Protection Directive (TPD) in 2023. The directive was originally activated in March 2022 to address the massive influx of refugees following Russia’s full-scale invasion of Ukraine.
The report, which covers 25 member countries, points to both obstacles and innovative solutions that countries have implemented to ensure adequate protection for Ukrainian refugees. One of the most prominent challenges has been dealing with language barriers. Many refugees have also struggled to access social services, often due to communication issues.
Shortages in Housing, Healthcare, and Education
The most significant problems have been the shortages in housing, healthcare, and education. The countries receiving Ukrainian refugees have struggled to find long-term housing solutions and to integrate refugees into the labour market, often resulting in many having to accept low-wage jobs. Despite these challenges, several EU countries have introduced successful support measures, such as language courses, translation services, and specialized care for particularly vulnerable groups. These initiatives have helped many adapt to their new living conditions.
EU Extends Temporary Protection to March 2026
The report emphasizes the ongoing need for long-term integration and system adaptation to meet the evolving needs of Ukrainian refugees. The EU has extended the temporary protection to March 2026, giving countries more time to develop effective solutions and strengthen their support for those affected.
This study highlights both the difficulties and positive examples of how EU countries have addressed the ongoing refugee crisis, demonstrating a continued commitment to improving and adapting protection for those affected.
