Accessibility Report

It is our aim that as many people as possible should be able to use our websites. We strive to ensure that all users are able to perceive, manage and understand it, regardless of function and regardless of which aids you use. We shall as a minimum achieve basic accessibility by following WCAG 2.1 at level AA. We are aware that parts of our websites are not fully accessible. 

Content not covered by the Act

Examples of content that is exempted under Section 9 of the Swedish Act on Accessibility to Digital Public Services.

• Publications uploaded before 23 September 2018.
• Videos uploaded before 23 September 2020
• Maps not intended for navigation.
• Third-party digital service that has neither been funded nor produced by, nor is under the control of, the relevant public actor.

Unreasonably cumbersome adaptation of material covered by the Act

The law says that, under certain conditions, it can be considered unreasonably burdensome to make certain content available.The Nordic Welfare Centre invokes exceptions for unreasonably cumbersome adaptation under Section 12 of the Swedish Act on Accessibility to Digital Public Services Act for the content described below.

PDFs

PDFs are not checked for accessibility. At random checks have shown that some pdfs meet the requirements, others do not. If you come across a file whose contents are not available to you, please contact us at info@nordicwelfare.org and we will make sure to produce an accessible version of the document.

Videos

Live broadcasts uploaded as videos since 23 September 2020 do not have audio descriptions. We have subtitled and in some cases added sign language interpretation for several Nordic languages, but we do not have a technical solution in place that enables us to add audio description of the content.

Images

Alt-texts on images may be in the wrong language. We do not have a technical solution in place for creating alt-texts in all five languages. 

What can you do if you are unable to use parts of the website?

• If you need content from nordicwelfare.org that is not available to you, you can let us know by emailing info@nordicwelfare.org.
• We are always striving to improve the website’s accessibility. If you discover problems that are not described on this page or if you believe that we are not meeting the requirements of the law, please let us know by email at info@nordicwelfare.org.
• If you are not satisfied with the way we handle your notification of inadequate accessibility or your request for accessibility of content, you can notify the Swedish Agency for Digital Government.

How the accessibility of the websites has been reviewed

We commissioned Metamatrix AB to conduct an independent review of nordicwelfare.org and our subsites. They performed their analysis and assessment in March 2021.

Review method: Inspection using no aids, with screen reader, with keyboard only, text magnification, distance maximisation, html/dom inspection, automatic testing and different browser extensions.

In 2024, the Regional Administration of Southern Finland carried out a simplified monitoring of the accessibility of the websites with automatic testing software (Salvia). The review was carried out with the support of Section 12 of the Act on the Provision of Digital Services (306/2019) and in accordance with the European Commission’s Implementing Decision (EU) 2018/1524.

Review method: Automated testing software tested the content of the web pages with 57 different tests relating to the level A and AA requirements of the WCAG 2.1 accessibility guidelines.

The result of the review showed deficiencies in 4 of these 57 tests, the majority of deficiencies related to contrast and have been addressed. Another existing shortcoming concerned the absence of alt texts in some images in digital publications. Dialogue with the service provider has been initiated to see if the problem can be solved.

The website was published in May 2017, at which time it was created in accordance with WCAG 1.0.
