Governance and policy changes during times of high influxes of protection seekers

Four Nordic countries, Norway, Denmark, Sweden and Finland, as well as Austria, Poland, Germany and the United Kingdom, have introduced different types of restrictive policies in the wake of the 2015/16 refugee influx.
This comparative analysis from Norwegian Institute for Urban and Regional Research (NIBR) maps and compares how eight European countries’ governance structures and policies for asylum, immigration and integration have developed from 2015 to June 2023.
It has with a particular focus on the periods of high influxes of protection seekers in 2015/16 and 2022/23.
The countries analysed are Norway, Denmark, Sweden, Finland, Austria, Poland, Germany and the United Kingdom.
