New Report on Immigrant Inclusion in Iceland: A Handbook for Social Change

The report highlights the voices and experiences of young immigrants, while proposing innovative, real-world solutions for improving their inclusion in education, employment, and society. In addition to its findings, the report provides a detailed guide for applying DBR methodology—a flexible, iterative process that brings stakeholders together to co-create sustainable solutions. 

By offering both research insights and a practical toolkit, this report is set to inspire policymakers, educators, and social organizations across the Nordic region and beyond to foster greater inclusion and collaboration in their communities. 

The Nordic approach to inclusion 

This project was commissioned by the Nordic Council of Ministers and supported by the Education and Training Service Centre (ETSC) in Iceland and the Nordic Network for Adult Learning (NVL). It was conducted in collaboration with the Ministry of Social Affairs and Labour and the Ministry of Education and Children. As Iceland’s immigrant population has grown significantly—from 3.2% in 2000 to 18% in 2022—there is an urgent need for policies that enable immigrants to contribute their skills and experiences to society. 

The Icelandic government’s recent action plan aims to improve the adjustment and integration of immigrants into society and the labor market. However, this project highlights the necessity of listening to young immigrants and engaging stakeholders to develop practical and inclusive solutions.

This project contributes to the broader Nordic discussion on inclusion by providing concrete strategies for improving the lives of young immigrants. By offering both research insights and a practical toolkit, the report aims to inspire policymakers, educators, and social organizations across the Nordic region and beyond to foster greater inclusion and collaboration.
