Ukrainian refugees – experiences from the first phase in Norway

On 24 February 2022, Russia launched a full-scale invasion of Ukraine. On assignment from the Directorate of Immigration (UDI) and the Directorate of Integration and Diversity (IMDi), NIBR has evaluate how persons fleeing from Ukraine to Norway experienced their initial reception.

Through 1) interviews with frontline workers and volunteers, 2) individual and focus group interviews with Ukrainian refugees, 3) observation at the National Arrivals Centre at Råde, 4) a survey to Ukrainian refugees in Norway, and 5) analysis of policy changes and the governmental information strategy, the overall research question to be answered was: How do Ukrainian refugees experience the initial phase in Norway: registration, reception, settlement and initial integration?
