Yhteistyöverkosto tarjoaa valtionhallinnon tasolla yhteisen pohjoismaisen areenan reflektiolle, keskustelulle ja tiedonjakamiselle koskien monimuotoisten ja poikkihallinnollisten hyvinvointipalveluiden järjestämistä, yhteensovittamista ja koordinointia.
The Nordic welfare model faces a number of challenges, including to ensure adequate and holistic welfare services. The welfare system is complex and requires cooperation and coordination across sectors.
The discussions in the network have a user perspective and therefore focus on how systems and structures promote and inhibit holistic services. The main challenge in the network is about organisation, responsibility, coordination and cooperation between the state, regions, counties, municipalities or other local authorities.
In November 2025, the network presented a mapping of complex welfare services. The result was a joint Nordic challenge picture that examined the Nordic countries’ coordination of complex welfare services for the most vulnerable people at several system levels. Overall, the mapping showed that the welfare systems in the Nordic countries face the same structural challenges of coordinating complex welfare services.

In its first phase (2023–2025), the network has held two network meetings in Reykjavik in October 2023 and in Tórshavn in May 2025. In addition, the network hosted a network seminar in Copenhagen in November 2025, where the results of the mapping were presented and where a number of presentations contributed to the discussions on how we can manage the complexity of the Nordic welfare systems.

In the second phase of the network (2026–2028), the goal is for the network to be further developed into a learning-oriented collaboration. Based on the five key findings of the Nordic challenge picture, the network will serve as a platform for learning and development across the Nordic countries improving the countries’ welfare policy practices and administration. It is expected that a network seminar will be open for external guests in the autumn of 2028.
