Inclusive education for children and young people with disabilities in the Nordic region

All children and young people, including those with disabilities, have the right to an inclusive education. This is established in the UN Convention on the Rights of the Child (Articles 23, 28, and 29) and the UN Convention on the Rights of Persons with Disabilities (Articles 7 and 24).
Despite this, in their reviews of the Nordic countries, the UN Committees on the Rights of the Child and on the Rights of Persons with Disabilities have expressed concern that children with disabilities are not getting their right to an inclusive education fulfilled.
Mission
The Nordic Welfare Centre’s mission is to promote and support co-operation that contributes to building a socially inclusive, sustainable and competitive Nordic region. A Nordic region that is the best place in the world for children and young people to grow up, where all children and young people can participate in society and develop their abilities and skills on equal terms.
In line with this goal, the Nordic Welfare Centre is implementing a project on inclusive education for children and young people with disabilities in the Nordic region, on behalf of the Nordic Council of Ministers. The project is part of the implementation of the Nordic programme for cooperation on disability issues 2023–2027.
Goal and scope
The aim of the project is to increase information, knowledge, and the exchange of experiences between the Nordic countries regarding the provision of inclusive education for children and young people with disabilities. The project will highlight the latest knowledge, research, and policies in this area in the Nordic region. It will result in:
- A knowledge compilation on inclusive education in preschool and primary school for children and young people with disabilities in the Nordic region;
- The development of recommendations for inclusive education for children and young people with disabilities in the Nordic region; and
- Dissemination of knowledge and recommendations through a concluding webinar.
The project began in autumn 2025 and is expected to be completed in early spring 2027. It is supported by a reference group of experts from the Nordic countries.
