Nordic co-operation on integration and inclusion

Application for financial support for integration projects

In the spring of 2016, the Nordic Ministers for Co-operation decided that Nordic co-operation on the integration of refugees and immigrants should be given high priority. This led to a co-operation programme on the integration of refugees and immigrants. In 2020, the Ministers for Co-operation decided to extend the programme until 2024.

This led to a co-operation programme on the integration of refugees and immigrants. In 2020, the Ministers for Co-operation decided to extend the programme until 2024.

As a result, funds have been earmarked to finance projects in the Nordic countries of Sweden, Finland, Denmark, Norway and Iceland, as well as the three autonomous territories of Åland, the Faroe Islands and Greenland.

Vision 2030 and its strategic priorities

The Nordic region will be the most sustainable and integrated region in the world by 2030.  This will be achieved through the following three strategic priorities:

  • A green Nordic region – Together, we will promote a green transition of our societies and work towards carbon neutrality and a sustainable circular and bio-based economy.
  • A competitive Nordic region – Together, we will promote green growth in the Nordic region based on knowledge, innovation, mobility and digital integration.
  • A socially sustainable Nordic region – Together, we will promote an inclusive, equal and interconnected region with shared values and strengthened cultural exchange and welfare.

First and foremost, the integration programme is linked to the objectives of the strategic priorities for a competitive and socially sustainable Nordic region. In order to achieve these two priorities, there must be enough people who possess the right competencies to meet the needs of the labour market. A high proportion of the population also needs to be in stable employment and able to support themselves. Furthermore, it is essential for refugees and immigrants to become active citizens, so there must be an emphasis on inclusion, equality and non-discrimination, thereby strengthening Nordic cohesion.

The focus of the programme period for 2022 to 2024 will primarily be on challenges and solutions related to education and the labour market.

Purpose

The purpose of the co-operation programme is to support the integration work in the Nordic countries by strengthening Nordic co-operation on integration of refugees and immigrants with a focus on experience sharing and developing new knowledge.

In order to achieve the main objective, the new programme includes a number of sub-objectives:

  • Disseminate and share Nordic knowledge and experiences of integration
  • Bring together the bodies and actors in the Nordic region that work with integration, including ministries, agencies, authorities, regions, municipalities, practitioners, experts and civil society organisations
  • Support ongoing integration work in the countries

The co-operation programme also includes the creation of a knowledge and information unit at the Nordic Welfare Centre in partnership with Nordregio, both of which are Nordic institutions in Stockholm. In addition, the programme includes a major research project on integration and improving political co-operation on integration issues in the Nordic Council of Ministers.
